The price of gold itself is almost the same in Dubai and Saudi Arabia. The real difference is VAT: 5% on jewellery in the UAE against 15% in Saudi Arabia. In our example, 10 g of 21K with a making charge of SAR 50 per gram costs about SAR 4,969 in Dubai and SAR 5,417 in Saudi Arabia, a saving of about SAR 447 (8.3%). That's before the trip itself, before customs if you bring it home, and making charges vary from shop to shop.

The gram price on 1 November 2026
These are Khaleej Times rates for Dubai and for Saudi Arabia, both credited to Joyalukkas, before making charges and VAT. We converted dirhams to riyals using the two pegs: 3.6725 dirhams and 3.75 riyals to the dollar.

So the gap in the gold price is a few riyals, and Dubai is sometimes higher. That makes sense: both follow the world price, and both currencies are pegged to the dollar. Any talk of cheaper Dubai gold comes down to VAT and making charges.

The difference is SAR 447.41, or 8.3%.
Why the saving can disappear
- Making charges differ. Gulf News says UAE charges are negotiable, with promotions on selected pieces. Compare the full price of the same weight and design, not just the VAT rate.
- The trip. If you travel for this alone, flights and a hotel can eat the whole saving.
- Customs on return. ZATCA asked arriving passengers to declare personal purchases above SAR 3,000, and our piece is over that. We found no recent official text setting the duty on jewellery, so ask customs first, because it could change the sum entirely.
- The SAR 40,000 limit. At that value you must declare on entry: see travelling with gold.
- The hallmark. A piece from Dubai may not carry the Saudi hallmark, which could mean a shop tests it before buying it from you here.
Tourist VAT refunds in the UAE
The UAE runs a VAT refund scheme for tourists. When it launched in 2018, Khaleej Times reported a refund of 85% of the VAT minus Dh4.80, on purchases of at least Dh250. The report is old and we couldn't confirm whether it applies to residents of Saudi Arabia, so check with the shop before counting on it. That's why it isn't in our example.
What about gold bars?
The gap is far smaller, because investment gold of 99% or higher is zero-rated in both countries (Arabic). The VAT advantage goes, and only the dealer's premium is left. If you want a bar, compare premiums at home first.
Before you decide
- Compare the same piece: weight, karat and design.
- Ask for a VAT-inclusive price, then work out the making charge.
- Keep the invoice.
- Remember that the making charge and VAT don't come back when you sell, in any country.
- Today 21K in Saudi Arabia is 408.86 SAR per gram.
